On 12 December 2024, Legislative Decree 25 November 2024, no. 190 "Regulation of administrative regimes for the production of energy from renewable sources" was published in the Official Journal. The final regulatory text, approved last 25 November by the Council of Ministers, is composed of 17 articles and will officially enter into force on 30 December 2024. Article 6 provides for three administrative procedures for the construction of RES plants: 1) free activity (art. 7): in the case of these interventions it will not be necessary to acquire permits, authorizations or administrative acts of consent; 2) simplified authorization procedure (art. 8): which provides for the presentation of the project via the SUER platform; 3) single authorization (art. 9): required in the case of interventions referred to in Annex C. In this case the conclusion of the procedure cannot exceed two years from its start. The Regions will have to adapt to the new rules and procedures within 180 days. Article 12 instead regulates the acceleration zones, these areas will be identified through mapping by the GSE in order to guarantee the achievement of the objectives of energy from renewable sources.
